The Competition Authority has recently adopted four bylaws.

Since the Competition Act was enacted in October 2012, the authority announced changes in the competition policy – from bylaw regulation to internal organisation of the authority itself. The work was divided based on annual quarters following the adoption of the act. The first quarter of 2013 was dedicated to the adoption of bylaws, while June 2013 saw the passing of internal acts.

The following internal acts have been enacted:

  • the Book of Financial Procedures;
  • the Guidelines on Access to Information held by the Agency for the Protection of Competition;
  • the Internal Guidelines for Conducting Public Procurements; and
  • the Code of Ethics.

The Guidelines on Access to Information lay down detailed instructions for market participants and other interested parties on how to access and review documents, data and information possessed by the authority. They also set out the terms and conditions under which the authority is obliged to provide access.

The Code of Ethics was the last act adopted. It lays down major ethical principles under which authority employees, as public authority representatives, must carry out their professional duties.
