The Competition Authority recently opened three investigations ex officio. The authority typically encourages and invites all undertakings and individuals in possession of certain information on the market or participants under investigation to cooperate with it and submit any information that they deem important.

The first proceeding concerns the daily newspaper market in Montenegro. The authority announced that it would investigate an alleged price-fixing cartel by Daily Press, Jumedija Mont and Pobjeda – all three from Podgorica. The proceeding opened on June 18 2013.

The second proceeding concerns the investigation of alleged abuse of dominant position by the Broadcasting Centre on the mobile telecommunications infrastructure market. The proceeding was initiated on August 2 2013.

The third proceeding is set to investigate whether an agreement on the use of infrastructure and transmission rights concluded between the Broadcasting Centre and Telenor Montenegro (one of the three mobile operators in Montenegro) constitutes a restrictive agreement. The proceeding was opened on August 2 2013.

Since the new Competition Act was adopted in 2012, the authority has increased its activities significantly – particularly investigations.
