A government regulation on mining was signed by the president on July 5 2010 and came into force on the same day. The Regulation on Fostering and Supervision of the Management of Mineral and Coal-Mining Activities (55/2010) implements Article 144 of Law on Mineral and Coal Mining (4/2009).
Article 2 of the regulation stipulates that the minister of energy and mineral resources and the respective governors, regents and mayors are tasked with fostering and supervising the activities of holders of mining business licences, community mining licences and special mining business licenses.
Articles 3, 14, 15 and 16 elaborate on the concept of 'fostering and supervision'. Article 16 lists the matters to be supervised, which include:
The mining inspectorate conducts the supervision by evaluating reports and performing periodical and on-the-spot inspections and assessments.
