As of April 19 2017, the Energy Regulatory Commission has been accepting bid proposals from private companies for Pemex's infrastructure regarding the operation and delivery of fuel in the states of Coahuila, Nuevo Leon, Tamaulipas and Durango. This process is the first step towards achieving an open market with regard to petrol and diesel prices in these states.(1)

The winners, which will be announced on May 25 2017, will obtain a percentage of Pemex's pipelines and storage installations. Pemex will keep a certain percentage for its own operations.

This process was previously undertaken in the states of Baja California and Sonora, in which the market was liberalised on March 30 2017. As an example, the timetable for the previous process was as follows:

  • receipt of participation requests – December 2016 to February 2017;
  • receipt of proposals – February 2017 to March 10 2017;
  • evaluation of proposals – March 11 2017 to March 14 2017; and
  • award – March 15 2017.
