Clean energy certificates (CELs) are instruments issued by the Energy Regulatory Commission which provide evidence of the generation of a specific amount of electric energy from clean energy sources. They are used to demonstrate compliance with the requirement that a portion of the total amount of energy must come from clean energy sources.
On March 31 2017 the Ministry of Energy (SENER) published the Notice Announcing the Requirements for the Acquisition of Certificates of Clean Energies in 2019, 2020, 2021 and 2022 in the Official Gazette. The notice establishes the percentage of electricity consumption by companies and users which must come from clean energy sources in each of the relevant years, as follows:
- 2019 – 5.8%;
- 2020 – 7.4%;
- 2021 – 10.9%; and
- 2022 – 13.9%.
According to SENER, clean energy market participants now have more information with which to plan their CEL initiatives. In particular, parties interested in participating in long-term auctions or entering into hedging contracts now have access to objective values ??with which they can formulate optimal combinations of their offerings. In addition, sales and clean project developers have greater incentives to materialise their investments and participate in the next CEL market in 2018.
By publishing the CEL requirements for 2019 to 2022, SENER and the federal government have reinforced their focus on transitioning the Mexican electricity sector into a competitive and sustainable environment.
