The Environmental and Energy Security Agency (ASEA) has finally published environmental rules that aim to kickstart shale hydrocarbon extraction in Mexico.(1) The General Administrative Provisions that establish the Guidelines on Industrial Safety, Operational Safety and Environmental Protection for Hydrocarbon Exploration and Extraction Activities in Non-conventional Land Deposits – which were published in the Official Gazette – require all operators, as of September 2017, to prove to the ASEA that they have undertaken various planning and activities.
Mexico has the sixth-most technically recoverable shale resources worldwide, with 545 trillion cubic feet of gas resources. To achieve extraction, a catalogue of 35 international standards regarding the use of water and the protection of areas near gas fields must be developed.
