On 29 April 2019 President Donald Trump issued a memorandum to the attorney general and secretary of homeland security entitled "Additional Measures to Enhance Border Security and Restore Integrity to Our Immigration System". This is a follow-up measure to the president's Proclamation 9844 of 15 February 2019, which declared a national emergency in order to address the security and humanitarian crisis at the southern border of the United States. The memorandum confirms that further steps should be proposed to enhance the integrity and efficiency of the existing asylum system.
