On 24 October 2018 Bill 7381 modifying Article L 222-9 of the Labour Code was submitted to the Chamber of Deputies. The bill aims to amend the minimum social wage rates to reflect the evolution of average salaries during 2016 and 2017.

If the bill is passed, the minimum social wage would increase by 1.1% as of 1 January 2019. The minimum monthly social wage for a non-qualified worker paid per month would therefore increase from €251.54 to €254.31, with the index value of 100 weighted for the cost of living as of 1 January 1948.

According to the new Article L 222-9 of the Labour Code, as modified by the bill, the new minimum monthly social wages would be as follows from 1 January 2019 (index 814.40):

  • non-qualified employees (over 18 years old) – €2,071.10 gross, compared with €2,048.54 at present;
  • employees aged between 17 and 18 years old – €1,656.88, compared with €1,638.83 at present;
  • employees aged between 15 and 17 years old – €1,553.33, compared with €1,536.41 at present; and
  • qualified employees – €2,485.32 gross, compared with €2,458.25 at present.

The Governing Council has also decided to increase the social inclusion income and the income for those with severe disabilities by 1.1% as of 1 January 2019.
