The Shanghai Communications Administration (SHCA) recently criticised four telecoms and internet companies – namely, At Hub, Shanghai Overseas Chinese Communication Network Co, Ltd, Magi Telecom and 51Job – for failing to:

  • improve their network security monitoring and forecasting systems; and
  • report important matters to the SHCA.

The SHCA ordered the companies to rectify these failings. It emphasised that in order to ensure the security and stability of Shanghai's public networks, telecoms and internet companies must, pursuant to the Cybersecurity Law and the Measures on Information Reporting of Internet Cybersecurity Information of Shanghai:

  • monitor and forecast network security incidents and information reporting;
  • implement network security-related monitoring and forecasting systems and industry information reporting systems; and
  • regularly report network security information to the SHCA.
