The Superintendence of Maritime and Support Navigation of the National Agency for Waterway Transportation (ANTAQ) recently issued Service Order 8-2013-SNM, which sets out the guidelines that must be complied with by Brazilian shipping companies that have hulls under construction registered with ANTAQ for the purposes of granting the use of deadweight tonnage in charters.

The service order defines the documents that must be presented to provide evidence of the progress of construction or renovation of vessels for such shipping companies' qualification. The required documents include:

  • a progress report on the construction of the hull or vessel's renovation that verifies the date of commencement of construction or renovation;
  • the schedule of financial execution detailing data for the entire project period;
  • an indication of the lightweight hull that has been built and the percentage of work performed; and
  • information on any delay greater than 20%.
