Legislative Bill 5018/2016, which is pending approval in the House of Representatives, requires vessels to use an automatic system to measure fuel during navigation.

The bill, which modifies Article 4 of Law 9,537/1997, seeks to increase the safety of navigation by preventing vessels from beginning their journeys using precarious methods to assess the quantity of fuel, which can result in fuel exhaustion – a serious risk to the safety of passengers and crew and navigation of the vessel.

The bill also sets out that the maritime authority may, in specific cases, waive the obligation to install the automatic system.

The bill was unanimously approved in December 2016 by the House of Representatives' Commission of Road and Transport and was submitted for examination by the Constitution, Justice and Citizenship Commission.
