The Department of Merchant Shipping recently adopted a new procedure for informing interested parties of UN economic sanctions and EU restrictive measures in the merchant shipping field.

As of the start of 2017, the department has discontinued its previous practice of issuing circulars to bring such measures to the attention of interested parties. Instead, it will communicate them separately in the form of sanctions information notices published on its website. A copy of all valid sanctions information notices must be kept on board Cyprus-flagged vessels.

The new procedure aims to make it easier for the public to trace and gather information on sanctions and restrictive measures relating to merchant shipping. Circulars issued before 2017 advising on sanctions or restrictive measures will remain in effect until they are withdrawn or replaced by sanctions information notices.

The first sanctions information notice, issued on February 24 2017, concerns measures against the Democratic People's Republic of Korea under:

  • UN Security Council Resolution 2321(2016);
  • EU Council Decision (2016/849/EC) as amended by EU Council Decision (2017/82/EC); and
  • EU Regulation (2016/841).
